It's frowned on, on the left coast, for environmental, bunny hugger reasons mostly.
And it's hard on the newer emissions, idle your truck all you want.
It's also frowned on in most of the right coast states (presumably also for environmental reasons). I'm not sure how many of the laws apply to non-commercial vehicles.
Idling is very definitely frowned upon while actually refueling in every or nearly every state for fire safety reasons. (Although you can feel free to argue about whether or not it's sensible for diesels and diesel fuels, the laws none the less require shutting down all engines.)
