Yep .... you got that right .... and as you say the EU2000i will only stay in ECO mode when powering small loads - loads such as battery charging near the end of charging cycles, running computers, running TVs/DVD players, running fans, running hair dryers on LOW, running CPAP machines, etc.. The EU2000i also has a somewhat "mechanical" sound spectrum that really makes it irritating when it moves out of it's low RPM range when in ECO mode. It's RPM high limit is also somewhat above 4000 RPM, as it isn't constrained to 3600 RPM like many non-inverter generators spin at.
The above is why we've stayed with an outstanding little Honda EX650 generator for battery charging and powering small loads in our RV. It runs at a constant 54dB sound level all the time at 3600 RPM, producing a well-muffled, low-frequency "humming" sound. It's heavy for only 650 watts, though, due to it's all steel casing and heavy insulation inside the case around the engine. It's too bad they're so hard to find anymore, but once you find one you can keep it going because critical parts for it are still available:
