What Governor Arnold signed into law after heavy lobbying by Segway was actually a little piece of legislation specific to that product that redefined it as a "pedestrian", thereby permitting its use on sidewalks.

SourceIt's not a blanket provision, however- for one thing only those Segways limited to the speed outlined are "protected", and rules codified elsewhere give local governments the right to regulate/restrict use of any/all models.
The law was of course intended solely to benefit that one company, but expectations have not been met. Hard to remember another product-specific "law" that accomplished so little for its sponsors!
