You can likely pull more by hand than with a bicycle, if hills are to steep for bike stability speeds.
There are electric dollies with hitch balls, could be used to move a toter that has a coupler. Why don't they they include a dolly with waste toter? You'll see when you price the available dollies. How big is the market for a $1200 portable waste tank?
