I will add this.. Some states love to confiscate expensive vehicles under forfeiture laws.. IT's how the city funds their operations. NOTE that no crime need even be suspected. they can still take your property.
Even in Michigan. a state where I know for a fact the State Police will go to great lengths to determine the money you have is legit when you are on your way to buy a new car with cash.... (I know because I'm the one who did the finger work (Phone calls)) There was a lecture given on how to take property EVEN in the absence of crime.
So... yes. they can.. Do they? Well that's another question I am unable to answer.
