Even in Michigan. a state where I know for a fact the State Police will go to great lengths to determine the money you have is legit when you are on your way to buy a new car with cash.... (I know because I'm the one who did the finger work (Phone calls)) There was a lecture given on how to take property EVEN in the absence of crime.
So... yes. they can.. Do they? Well that's another question I am unable to answer.
Can you just imagine your new Prevost, worked hard and long for and sacrificed for going up I 69, not to far above Indy, and you get pulled over for 5 1/2 mph over the limit.
