What you missed is that the word "cheap" like many other words has more than one definition. From merriam-webster.com:
: not costing a lot of money
: of low quality : not worth a lot of money
: charging low prices
So it's usage and meaning is dependent on the context in which it is used. So if you have problems with the usage of the word, it's not us you need to take issue with, it's those who write the dictionary!
