The law requires all non-essential personal be furloughed and requires non-essential facilities be closed. No provisions in the law for leaving any recreational facilities open. Every facility is to be closed, even if the facility is normally unmanned.
But like most people, we want the President and department employees to pick and choose which parts of the law to enforce.
If you are thinking of changing your travel plans or reservations for every threat of a government shutdown you will spend half the year doing that.
Don’t worry about it.
Every single member of Congress came out of the last one with a significant portion of their constituents mad at them. Politicians remember things like that. There won’t be a shutdown.

The Constitution specifically prohibits withholding pay of the President or the Congress.
All other government personnel, even those who are ‘essential’, are not paid according to the law.
Yet Congress ALWAYS approves retroactive back pay. The government employees unions never worry that the employees will not get their pay.
Social Security and military retirement are not ‘pay’ so they will get their payments. Government civilian retirement is also not pay, so they will get their checks.
