Can't imagine stressing over that. Maybe it's just me. I was an air traffic controller for 25 years and there were a few shutdowns. Of course we were "essential", so business as usual. Nobody thought for a second we wouldn't get paid when it's all over and done. I don't believe anyone has ever lost a dime of pay in a shutdown, and the non-essential types get a few days off for nothing. I can assure you we never missed a thing that the "office" people "produced".
We were at a concessionaire campground in Allegheny NF in 2013, but were leaving anyway the day before it started. The camphost said everybody has to go (including him) and they were locking the gate the next day.
City of Rocks is a lovely place. Maybe head up to the Gila wilderness first before any shutdown deadline, then stay at the rocks later. Regardless, I doubt there will be a shutdown.
