While these campgrounds are run by a concessionaire, they are still federal campgrounds. And if there is no federal employee or funding to oversee the concessionaire operation, it does not operate.
These concessionaires are like contractors. And even on-going timber sale/timber harvest operations that are awarded under contract also cease during federal shutdowns, even though the logger has his equipment and personnel and money tied up in that sale, they are forced to cease operations.
