Gila Nat'l Forest and Gila Cliff Dwellings Nat' Monument are also government. It's higher elevation than Silver City so yes, it could snow.
City of Rocks is a neat campground. There's also Rockhound State Park south of Deming. Deming has an awesome museum on 'everything' and well organized.

Watch the weather, yes it can snow back there. It can also be pretty nice during the day. My brother lives in Mimbres and delights in telling me how nice the weather was on some days. Other days, not so much.
Forgot about Rock Hound, winter is the time of year to see that.
Can also head down to Pancho Villa state park down on the border south of Deming. A trip to the pink store 2 blocks on the south side of the border is always a great time.
