Green Dot Money Cards
I use Green Dot Money cards to help my disabled BIL when I'm traveling. Buy and load the card and call him with the numbers. Looks like that is ending? Any other ideas?

Get him a debt card from a local bank and load it as you wish.
EDIT. If you do business with the same bank, you can probably transferr money online at any time.
