Surely Congress will approve such a program in minutes! Just look at the benefits! less unemployed due to the numbers of people hired to catch all the birds, big money to educate unemployed college graduates in bird-traint procedures. Even more money spend to pay to write the procedures on how to catch and train birds. Retraining for those unemployed by not having to pick up the dead bird bodies from fields. The spending goes on and on!!
