What type of CGs? We have a membership in Thousand Trails and have never experienced that in any of their CGs we've been to, Oregon or elsewhere. They are pretty good about enforcing their rules plus you don't get riffraff at them to start with. Some of them are sooo quiet, you'd think you're in a ghost town! :) Even the T/T in Vegas is really quiet.
Worst CGs we've been to are non-membership ones open to the general public, and the ones that have rental cabins can be the worst. You could try RVparkreviews.com to get an idea of what a particular CG is like.
If in Portland, you could go to a Thousand Trails in Seaside or eastward up hwy 26 to their Mt. Hood Village CG. Farther away, their Bend CG is wonderful for families. There are a few more up & down the Or. coast too but more of a drive out of Portland. Some of their CGs in Wa. aren't that far from Portland. Many of their CGs cater to kids and have regular programs and events for kids all summer long (movies outside after dark, tie-dye T-shirt making, magician acts, etc.)
If you did want to consider a T/T membership, you can buy one off CL for a really good price (under $1,000) compared to full retail pricing. You can buy a membership from anyone in the US or Canada - get the seller's memb. number and phone head office and confirm the details (all memberships are not alike and can different features & benefits).
Have been to the KOA in Seaside a couple of times and it was just awful. The T/T in Seaside on the other hand is great.
In a few days, we're heading down the Or. coast to the Whaler's Rest T/T near Newport for a couple of weeks and also few other T/T on the way there and back. Just gonna veg out and suck in the peace and quiet. :C
