If the dealer tells you up front that these are the charges - and the bottom line is XXXX dollars - it's fine.
If the dealer negotiates the price and wants to add the charges after you have agreed on a price - tell them "Thanks, but no thanks" and walk away.
(It actually does cost quite a bit of money to have a TT delivered. The last 'job opening' I saw to deliver TT was a $500 per unit fee + 1.25 cents per mile - $750 for a 200 mile delivery)
