Sorry... but there is no way they are paying much more than $15 or $20 an hour for labor. At 4 hours labor that is $80 at the HIGH end.
OP, like others have said it is a way for the dealer to either recoup some money or get some profit. Personally I don't really care HOW they label charges, I just care about the bottom line. I would think that 30% off MSRP is a fair price, before tax and tags. Any "delivery fee" or PDI fee or other extraneous fee should be included in that 30% off MSRP.
