I have a Master Tow dolly and the recommended hitch height is 18 inches. At that height, the ramps are about parallel to the road on a flat surface. Sounds like your ramps are high in the back, which will cause them to hit the vehicle. Adjust the hitch height so the ramps are level. Even when adjusted properly, the ramps could still hit the vehicle going over a very steep bump like you might find at a railroad crossing. But that would be an extreme circumstance.
