Well, not unless you're say Canadian, in which case (by Federal Law) the headlights are on if the engine is running.

US campsite here,,,some state DMV laws also require the driver to Honk the horn if not equipped with a back up alarm,,,,,,Could you imagine me pulling in with my "Train Horns"?? If I had to back in and pull up?? With Fog lights,HID's and a blast or two from my horn??
Fed law must supersede common sense!!
