Help. Under carriage plastic flapping. How to seal?

I took zip strips after punching a couple holes on opposing sides of the cuts and zipped them together to prevent the loose edge from sagging. I then bought a roll of black eternabond and sealed the seam. I've towed two years now in all kinds of weather and it is still like the day I made the repair.
