Help. Under carriage plastic flapping. How to seal?

I am thinking Gorilla tape to hold it for a short time and GOOP (It sticks to most everything but you will need to test it)

Tape in a few places for now, then apply GOOP liberally (like 1/8 to 1/4 inch thick Across the crack for about 1-2 inches, let dry over night and if it's well stuck, continue the application of GOOP, I would goop over the edges of the gorilla tape rather than removing it.
