Help. Under carriage plastic flapping. How to seal?

I recently cut my belly cross ways to replace my black tank. I cut it along the steel frame by alternating between the screws holding up the belly. When I re-installed, I used a metal strip to hold that whole section up. It runs fore/aft and is screwed in by the screws that are already in place.
