J2807 does not take into account payload/GVWR or receiver ratings of the tow vehicle. It is WOT performance based metric, which most people who purchase vehicles never do. Take one very powerful crew cab 4WD Platinum Denali Longhorn half ton with 1200 pounds of payload (there are even some with 800). They should not be towing 8000 pound travel trailers.
