The temperatures should be the same once you have driven down the road for 30 minutes. The recommended maximum PSI by the manufacturer is based on the temp of the air inside the tires being the same as the outside ambient air temperature. You are actually measuring the difference in air pressure inside and outside when you take a reading with a gauge.
The tires can take the extra heat and change in internal pressure better than they can take the heat for excessive flexing of the sidewalls if the tires are underinflated.
