Yes I agree it is annoying on how some merge and you would think they can see the RV. But I never take it for granted I am always an offensive Driver looking for my way out of the situation if needed.
I don't know where you live so your state might be different but I can tell you that for California your information would be incorrect. It is a common misconception though that the merging vehicle has the right of way. It is treated the same as a "T" intesection, the through road, in this case the highway, has the right of way. The only time it would be different is if it is posted that you are to yield to merging traffic.
California Driver Handbook defines an intersection as:
An intersection is any place where one line of roadway meets another roadway. Intersections include cross streets, side streets, alleys, freeway entrances, and any other location where vehicles traveling on different highways or roads join each other.
Then gives the rule for "T" intersections:
At “T” intersections without “STOP” or “YIELD” signs, yield to traffic and pedestrians on the through road. They have the right-of-way.
