As the above reply kinda alludes to, let's put the shoe on the other foot. When driving my 25 ton mh plus toad (total of about 63 feet), my acceleration is dismal at best and some on-ramps are just too short to allow me to get up to traffic speed in order to merge smoothly. What to do? Well, hopefully someone will take pity on me and make room so that I can merge, but if no one does, I don't have much choice other than to either slow way down and lose my momentum causing even more problems once I've merged, or move into the right lane the best I can without forcing someone over into other traffic which also causes problems.
So, with my situation and the above semi's situation, just what do you expect the driver to do? They can't accelerate any faster.... they can't stop in time to do any good...what's left? Once on the on ramp, they (I) are pretty much committed and any deviation is going to create even more problems.

Sounds like he is the guy that stays behind you till you get to a hill then sllllloooooowwwwwwlllllly passes you just at the top and jumps back in front of you to go even slower down the back of the hill than he was before he passed you!!!!
P.S. In NH there used to be "YIELD" signs on all the on ramps. They replaced them with a "Merge" sign some years ago. Maybe they thought they would try something different, that some people might understand. NOT
