Overkill?

We use a platform style rack I bought 5 years ago. Mostly, with 1.25" receiver on the car, but we've traveled with it in a 2" receiver on the pick-up/truck camper and I put it on my Van, occasionally. The hitch pin threads into the rack, pulling it tight to the side of a 2" or 1.25" receiver. Our plastic plug hasn't been an issue. It's been plenty strong for two, 30 pound bikes. The hook for the top rail works fine on the Better Half's bike, which is low and curvy. Her bike is the white, outboard mounted, in pic below. The top rail of my bike is rather low, too.
This slightly newer version is rated for 90 pounds, but it's your judgement call about the engineering holding 60 pounds in one slot:
