What Old-Biscuit said above is what my tank heater pads' instructions say: Do not leave them turned ON if the tank does not have some liquid in it.
12V tank heater pads require a lot of battery power but they do cycle ... so they're not supposed to be ON continuously. If drycamping in cold weather with the heaters ON watch your batteries's condition carefully, as you may not make it through the night. I wouldn't recommend using the 12V heaters withouut hookups if you don't have at least two good fully charged batteries in your rig starting each night. If it stays freezing throughout the day, plenty of solar or generator run-time probably will be required.
