Actually, with these new cars, the front fascia can be removed easily. Typically they are only held on by a few plastic button catches and a few screws. I can take the whole front off my Terrain in less than 15 minutes.
For the OP, I highly recommend you look at the ReadyBrute Elite tow bar. I comes equipped with a braking system all for the price of less than $1000. Base plates will indeed run $350 to $400 new, but if you check with ebay and craigslist, you can find it much cheaper. Wiring kit for lights, safety cables, and the umbilical cable kit will run another $200 or so.
I recently purchased this system from Amazon for my BFF for about $1800 total. Took us about four hours to do the complete install.
