I have encountered people doing this in two situations:
1: Austin has a music festival that rolls around. Some neighborhoods get full of dilapidated RVs parked anywhere there is room. Of course, as a farewall gift, there are a number of storm drains which smell remarkably of black water for a few weeks, especially if there is no rain.
2: In 2011, when I was looking for a travel trailer, one guy who was selling his used had his connected to his truck via motorized solenoids. This way, he could open the black and gray tanks while on the road, going a low speed so it wouldn't splash much. Found out one reason he was selling it, was that he splashed a Texas DPS (similar to California's CHP) officer's motorcycle with black water. He got smacked with a $3500 fine for it.
Always those few that ruin it for everyone else...
