Keep in mind that the Keys is a very special place. It's not wide open like Nevada. Many times, you're driving down the highway with a small amount of sand on either side of the road and then nothing but water ! There simply is not all that much land. And it is soooo popular ! It can be bumper to bumper the whole way down and back up on weekends.
If they did not have restrictive rules about where you could overnight, every parking lot, every bare piece of ground and even the shoulders of the road would be packed with some kind of camper or camper wannabe. You would not even be able to drive into a Walmart or Publix parking lot to do shopping. The Keys would turn into a 100 mile long campground.
Walmart's parking lot is private property. The same as a homeowner's driveway. They can do what they want and no one has the right to complain. If you park there and get rousted at 0300, it's your own fault.
