To me the term "Cut Off" means to pull directly in front of you and then they slam on their brakes.
Sometimes you have a choice, sometimes you don't.
As mentioned before there are way too many driving commandos on the road today! They are still a small percentage on the total driving public, but still a serious issue.
These are the drivers that need to pass you on the interstate, then cut across your front bumper in following space you allow, rather than the 20 car length space behind you.
