The only time I have heard of turning water heater off and on was for dry campers. I turn heater off when I leave a camp ground and turn it on when I get to destination. I usually use electric and I never hear it circulate. If on propane I usually never hear it as well unless right beside it. We have a 12 gallon tank and definitely takes longer then a few minutes to heat. This has always worked well for us and have never had to replace a water heater.
