Actually .....NOT the T&P but open a faucet Hotside so air is bleed out of hotside/Water heater fills to correct water level and maintains the AIR POCKET that helps control pressure increases when heating water
Opening the T&P can disrupt the formation of that air pocket
It is surprising how many people do not realize that.
