Sounds to me exactly like anti freeze in the water heater tank. It takes forever to get that stuff out if you don't change the winterizing valves correctly when either winterizing or de-winterizing. It doesn't take much either, to make the water foamy for a long time.

This. Happened to me once because of my error. Took a long time to clean out the HW tank.
  • i've seen that on one RV a friend had
something to do with the water where he lived
setting in the heater in storage
its been ten years and i don't remember the explanation
whether it was chemical or bacterial, seem to think it was something to do with sulfur content, i do remember it smelled that way

how do flush your hot water tank

If a suburban pull the anode rod. If an attwood open the pressure relieve valve and let the water run a while.

  • It is most likely very fine air bubbles. Fill a glass and let it settle. If it is clear and there is no sediment you have nothing to worry about.
  • sounds like your tank needs a good flushing out. most likely lime deposits built up in the tank.
