It is all relative to your own thresholds of being thrifty or not.
IMO, the fuel stuff really stems from states and the different taxes you encounter which can impact prices a good bit. You can save significantly by filling up in low tax states and traveling through high tax ones. Especially if you're filling 100+ gallons at a throw.
Otherwise, yeah, local tends to only fluctuate 15 cents or less. Which can still add up on 150 gallons so depending on how far the difference is it might be worth it.
