Thank you for all the suggestions, serious and otherwise.
I have decided to go with the Command Hooks on the glass shower enclosure on the side next to the vanity. They hold 7 pounds and large enough to hold a decent sized bath towel. They even have a rubber tip to keep the towels from slipping.
I don't want the over the door hangers as that would mean the towels are again inside the toilet room, or would be hanging outside and visible from the living room. The door to the bedroom/bath is a pocket door so can't use it. We have hooks on the outside of the toilet room door already that we use for sweaters and jackets.
