You guys are inspiring! The PVC thing gave me an idea, so about an hour ago I went to the barn.
I had some galvanized 3' tall 2" x 4" panel fence wire. I cut about 40" of it to give about 3 wraps. I cut the 2" segment of the 2"x4" panels halfway to give a folding tab. I rolled it tightly onto a piece of 4" PVC and hooked it all up with the 1" tabs while it was tight.

I wanted an indention in both ends so that long bungees did not roll off.

I did the indention by setting the wire roll one segment down on the corner of something solid, then lightly pounding the end with a mallet. Then you have bend in some of the bent wires.

Even though it is only 3' long, it handles 4' bungees all the way down to small bungees. The structure is very rigid and does not bend.
