If its a new one they only have the MSO and that will go to DMV and they will issue a title. If its a used unit then they have the previous owners title and still sumbmit that with appropriate paper work and DMV will issue a new title. Either way their office could be sitting on it and DMV could be slow adding up to lots of time waiting.
