That applies to the police too - and the story does NOT tell us the additional surrounding circumstances. Were they bombing down Hwy 1 at 100 KPH, or were they going a kilometer between the repair shop and the Fraser river to launch it? In my opinion, one of those calls for a fine and the other calls for some leeway.
I have friends who live in Abbotsford, BC, and government overreach is a real problem. Seeing the opportunity to levy a large fine precludes any sort of flexibility.
