Totes are notoriously rough because as you drive through dips, rough bridge decks, the tote moves through the arc to and away from the unit. You must keep enough room between cargo and camper for that unforseen dip. Tie it down extremely well.
Here in my camp, home built, I have seen a rigid 2 reciever to camper extension to carry a big bike on a 5er. It used a crazy wheel set behind the platform on a y shaped trailing arm to frame behind axles with an air bag to carry the load. When load weight changes, adjust air pressure.
