I'm in Orange City FL where they're quite aggressive about enforcing bylaws. I didn't mention in my OP that one other feature of this beater pickup is that it leaks gas. It's so bad that some days when the breeze is blowing the wrong way, we have to keep the windows closed on our rig. Maybe a trip to the fire department to report a fire hazard would get some action.
To answer a couple of questions, if this vehicle were a normal, modern one, I wouldn't hear it. On cold mornings she has to crank and crank and crank and once it starts she has to rev it for 30 seconds to warm it to keep it running. All the while the fan belt is screaming. One of my friends thinks the loud exhaust is loud mufflers, not a broken exhaust - I'm not sure.
