How to deal with neighbor noise in quiet hours?

You know your neighbors are probably down on their luck with little money. I don't see how turning them in for a loud truck is going to fix anything, probably make matters worse for both parties involved and you would probably end up moving anyway.

I would just move, not everyone is privileged enough to enjoy this lifestyle some do it out of necessity or because they have no other options.
