I don't see that the neighbor was violating any rules. Quiet hours does not mean "no motor vehicle operation". And the OP made no mention of a rule regarding a minimum standard of upkeep on a functional vehicle.
This issue could easily occur in any neighborhood, RV park or not, and there really isn't anything that can be done about it.
