If the dolly is doing the steering, then the car on the dolly needs the steering wheel locked or secured, otherwise it is going to move around depending on the forces in play.
My bet is that if you secure the steering wheel, you will solve the problem. Seat belt wrapped around steering wheel and latched (make sure it is snug) will most likely solve it.
If the car rear alignment was off that far, you would notice it in normal driving.
