The thing I want is a an electric towed that is linked to the coach driving controls and will go into regenerative braking anytime the driver indicates that retarding velocity is desired. This could actually cause a driver to take a long route so that the towed will be charged at arrival.
Is this possible?? The trains in the Netherlands are now all powered by wind energy.

That may be true if you live in West Virginia, but most everywhere else they have switched to cheaper natural gas. You can relax all the EPA regulations one wants, but unless they stop fracking somehow, coal is dead. It cannot compete on price.
