In an EV, you'd have to shut down the car sooner or later, just as you would eventually have to in a gas-powered car. If (or probably when) EVs become popular enough, there's nothing preventing the construction of an emergency charge assistance truck even today. Just stick a bunch of batteries in a box truck, probably along with other roadside emergency equipment. That part's pretty straightforward.
Yes. As far as recovery goes, all the recovery vehicle has to do is give him enough of a charge to get to a DCFC. Just like a tow truck driver giving enough gas to get to the next gas station. They don't fill up your tank.
Also, in cold weather, most electric vehicles has heated seats and some a heated steering wheel. Heated seats use very little power compared to the heater. Also remember that all these vehicles have sophisticated trip plannig software on board that allows the driver to plan the trip. The car figures out the best recharge points and knows if they are in use are not. Kinda cool.
