People are riding it out because it doesn't present a life-threatening risk to everyone in the state. If the current path holds true, our area will be in the middle (between the eye and outer edge). At that point, we'll be looking at sub-75 mph winds. And that would represent the greatest possible wind conditions. If you're in a protected area, the trees/structures/etc. will knock down some of the wind.
So in other words, not everyone is in imminent danger. In fact, most Floridians not in a known flood zone or storm surge zone, or not in line with the direct path of the storm will stay put.
