I've often found that a job is much easier to do if you know nothing about it.
As Jack & Diane said, they may have received hundreds of applications and simply don't have the staff to review and respond to all of them. And the fact that they didn't respond to your inquiry doesn't mean they aren't fully staffed with volunteers.
