I got locked in for a while, what if it was a real lock in.

I think the tech did the right thing. Stairs were in and he did not want the occupant stepping out (as he tried to do) while moving and with no stairs. I would expect it to be standard procedure to close the rail. On the other hand the unit should not have been moved with someone in it.
