I'm sorry your GSD was attacked by the two smaller dogs.

This has happened to our 2 yr old GSD twice now. She is always on leash unless she is in the obedience or training ring with our daughter. Because of the two attacks she now has dog fear aggression that we are working on fixing

Yes, the owners that won't or don't control their dogs make it hard for all of us :(
